Yes, to most, if not all, of your questions.  We are still in infancy, and we definitely need to establish bylaws, checks and balances, and a distributed power via alliances and accord.  I said nothing about President, VP, et al.  We have to start somewhere.  By representation, I mean that someone has to do the grunt work and work towards establishing us as a functional, effective body.  Give them a chance.  If they screw up, oust them.

Did you elect this body to "represent" you, or to finish drafting the bylaws 
so that you could properly elect your own representatives for President, VP, 
Secretary, Treasurer, etc.?

Is this group in your view a governing Board, or merely panelists elected to 
finish the job of drafting the bylaws that the interim panel failed to 
accomplish?  I see them strictly as the latter.  Let them finish the job, let 
them provide the membership with a Charter for membership-wide ratification, 
and then let the membership elect its own representatives according to the 
terms of the bylaws.  They certainly don't require a full one year term to 
draft bylaws for the group, and they were never deemed to be a "Board", only 
a replacement "panel" with a narrowly-defined mission.
