Should the membership vote for a name that turns out to be unavailable,
what purpose would be served - other than to waste the precious time,
energy and resources of the membership?

Per below, as you well know, it is already our plan to ask for such
submissions.

As a panelist, you know that Joanna has already distributed a draft
announcement to the panel for proofreading which is to go out to the
membership today, which asks for additional submissions from the
membership. It says, in part, "The primary domain name must be registered
to a member who is willing and able to effect transfer to the organization
for free should it be adopted in due course."
It does not say "... already registered by someone that has formally
declared it to be available," past tense. The name I contributed for
consideration, InternetAtLarge.org/net/com, is one I thought of and
literally registered that same day - see
http://www.betterwhois.com/bwhois.cgi?domain=internetatlarge.org, "Record
created on 2002-08-13." Other members are encouraged to do the same.
I perceive your message below to be divisive and misleading. There are
enough areas where any group of people legitimately disagree. Let's not
convey disagreements (for whatever purpose I don't know), that actually
don't exist.
