  Are you effectively saying that "a rose by any other name smells the
same"?

   Well the difference which I outlined below in some detail
pretty much spells it out.  The Funding Committee is a Committee
that's function is to come up with a funding method and plan and than
execute it.  A Finance Committee is a Committee who's purpose is
to disburse funds and determine what method is to be used to do so..

  I hope that is clear and simple enough for you and everyone else
