When a domain name is placed on hold by a registrar the owner of the domain
name need not say he can't transfer the name. The registrar has already made
that clear by placing it on hold in the first place. That is the very
definition of "on hold". It means you cannot transfer or use the domain
name.

But Jeffsey, the owner of that domain name has already said so on the list
as well.
