Jamie, Esther Dyson's seed money created icannatlarge.com, not the ICANN 
Board.  

If there is an issue over the potential use of the ICANN mark in the domain 
name, wouldn't a reasonable investigation demand that the owner of the ICANN 
mark be contacted in order to avoid any possible unpleasantness that might 
arise over possible infringement concerns?

I don't understand why the Panel is choosing to continue to skirt the issue.  
Why not just send Louis Touton a letter on the subject and get his comments 
on record?
