                            Background Document

Purpose
The proposed Electronic Discussion of Civil Society for WSIS Preparation is intended to closely involve representatives of Civil Society in the preparation of the Draft Action Plan of the World Summit of the Information Society to be discussed by Member States during the second meeting of the WSIS preparatory Committee (Prepcom II, Geneva, 17-28 February 2003).

The on line discussion shall be held from 1 December to 20 December 2002.  It shall be structured into thematic forums corresponding to specific chapters of the Draft Action Plan, as indicated above andas decided by the participants of the preparatory meeting   The basis for discussion shall be the draft action plan prepared by ES.

ES, in cooperation with UNESCO, shall consolidate the proposals made in the thematic discussions, submit the revised Draft Action Plan  outcome to the President of the WSIS Preparatory Committee for onward transmission to as a contribution to Prepcom II (17-28 February 2003).

The organization of an additional meeting of NGOs on the Draft Action Plan at or after PrepCom II may be considered.

Selection of participants

UNESCO and ES, in close cooperation with the Presidents of the UNESCO NGO Liaison Committee and CONGO, shall determine relevant organizations, if possible  preferably with umbrella functions over worldwide networks, to be invited to the planning meeting. They shall also prepare the list of the organizations (both global and regional) to be invited to participate in the on line discussion for final approval by the participants of the preparatory meeting.

Only authorized representatives of organizations invited to the on-line discussion may be registered as participants.  They shall be given access using a user id and a password. The online discussion shall be freely accessible (in "read-only" mode) to all visitors to the website on which the online discussion is hosted.

During the online discussion, request for participation may be submitted to the Chair of the online discussion who shall take a decision on additional participation in consultation with the moderators of the thematic forums, UNESCO and ES.

Themes to be covered

The themes to be covered by the online discussion shall be agreed upon by the preparatory meeting on the basis of a proposal to be prepared by UNESCO and ES, in close cooperation with the Presidents of the UNESCO NGO Liaison Committee and CONGO. The preliminary proposal shall largely take account of the WSIS themes.will primarily be the ones contained in the Outcome  of the Informal Meeting of Sub-committee 2 of Prepcom 1 of the WSIS. However, additional themes of particular interests for NGOs and civil society may be proposed by the organizations preparing the online discussion.

The online discussion shall be organized on the basis of the Draft Action Plan prepared by ES in thematic discussions as follows: Outcome of the Informal Meeting of Sub-committee 2 of Prepcom 1 of the WSIS.
 UNESCO shall provide the necessary technical infrastructure for the on line discussion through a threaded discussion list including the registration of participants in the discussion.  The forum shall be installed at "http://www.unesco.org/wsis"; with links to the official website of the Summit and the website of the ES Civil Society Division. (UNESCO's role to be confirmed).

Languages
The language authorized during the discussion shall be English and French.  The basic documents shall be prepared in English.
