Yes. In keeping at low level (Membership List and Website) the flexibility is maximum. Panel has shown to be extremely limited in its capacity for action: actions are to be carried by the organizations the Panel will enter into an MoU with (DPF, Danny, Joop etc..).

I suggest that this mandate is clearly
detailed in the polling booth vote description so there is no
ambiguity.
Seems a good idea to me. I suggest Joop picks your words.

Also, that you want that they have a voting system that
everyone may watch (and see what they do). I would suggest
that they are removed if they do not take part into the votes.
I think this should be decided by the Panel itself, but sounds
in line with the public commitment I wish from them. Actually
it could be added to it. Experience has shown that male
Panelists "faded away", not being involved, respondng less
and less. A clear cut departure as for our two ladies is better.
