SECURITY AND CIVIL LIBERTIES: ESTABLISHING EQUILIBRIUM

On April 9 the House Select Intelligence Committee held the first in a
series of hearings to study the impact new intelligence-gathering methods
could have on personal freedom. The hearings are in response to concern
over several new federal government programs, including the Terrorist
Threat Information Center, the Total Information Awareness program, and
the proposed Patriot Act II. There was general agreement among those
testifying that new tools for detecting terrorist threats must be
developed simultaneously with safeguards of civil liberties. The
preservation of "due process" was expressed as a top priority. Witnesses
came from a variety of backgrounds including the American Civil Liberties
Union (ACLU), the Heritage Foundation, the Center for National Security
Studies, and the Potomac Institute. For copies of testimony, see
