  Indeed a very good idea.  And one that has been recommended a number
of times by yours truly as well as other members here.  However, in that
this fledgling organization has NO funds and is seemingly unwilling to
obtain such funding to actually "Pay" for regional discussion list's, it is
unlikely that in the near term.

 This is also the manner in which INEGroup handles it's mailing lists
as well.

  Precisely!  However as you should know this costs $$ and at present
this fledgling organization doesn't have that kind of funding for a spam
free ML.
