Yes.  I think that if a Panelist does not vote on a given issue within a 
1 (one) week period the first time round, they are given a warning, the 
second time round they are considered to be in dereliction and are 
removed from the Panel.  The likes of Satyajit Gupta are not to be 
encouraged henceforth.
