Thanks Hugh for pointing out the fact that the will of the membership leans 
towards having the Panelists administer any specialized committees.

Considering the urgent need for verification of the candidates at this 
juncture, and without a clearly defined process for any of this 
organization's mechanisms (esp. a Membership and Polling Committee), I 
think it's only sensible that we proceed as we can through volunteers from 
among the members with a Panelist Chair for the membership Committee.  In 
future, I agree that committees ought to be elected, yet chaired by a panel 
member.
