  Email addresses almost always belong to a individual and
the proof of an individual's existence is the burden
of this organization as a whole or it's legally and legitimately
elected officers as is required by law.  Validation on the
other hand is a cooperative responsibility.

  It is NOT difficult to verify any individual to a particular
Email address.  It may be difficult to verify that that
email address and the person claiming it is his/hers by full
name are one in the same or doesn't have AND use
more than one email address...

  One sure way NOT to validate a subscribed member
is via  pay pal...
