Yes, all well and true.  But the answer is still "Yes, the Panel is to
blame for revisiting a question that has already been answered by the
membership."  Just because there are a variety of opinions on the Panel,
there is no need to reach "consensus" due to the fact that the answer
was previously made known by the polling results.  Move on to the more
urgent needs of Web, Incorporation and By-Laws.  If some "cannot accept"
the will of the Membership as previously expressed, they are free to
step down or aside. Lead, follow, or get the heck out of the way.

please consider this. 

there are some in the panel who think that, in case of vacancy, the
candidates who garnered the next number of votes in the elections be
deemed elected. 

there are some who are not in favor of this and yet acknowledge that the
result of the poll incorporated in the past election indicate that the
membership chose this method.

still, there are others in the panel who think that the mandate (step
up) is not very clear or conclusive. there are others also who simply
cannot accept this method. in fact, there are some who favor not to
replace vacancies and instead reduce the size of the panel.

now, there has been no vote on this but i can very well sense that there
is no consensus. in a situation like this, can you blame us if we throw
this matter back to the members?
