The explanation offered was not valid in light of the global nature of
this group.  The minimum time span for ANY action to be considered final
should in consideration of this nature be a full 24 hour span.  To
assume that "all 4 are online that day" implies that once online a
person remains online the entire day, which is seldom the case.  Logic
applied to the remainder of this message shows intent at odds to stated
purpose, "unworkable mass of people that need to vote on changes and
have functions that might not be really needed."?  Unworkable mass from
what perspective?  Really needed according to what criteria?  

The "Web Master" should have the authority to seek and accept whatever
volunteer aid he/she requires.
