Independently of ICANN?

And Bildt and his vice chairs were appointed by the ICANN board 
(http://www.icann.org/announcements/icann-pr26jan01.htm).

Independently of ICANN? The word independent must have gotten a new meaning 
recently. Perhaps it already started with the "independent" UDRP arbitration 
and the way in which panelists are appointed or selected. If ICANN does not 
changes the internet, it certainly changes the language.
