  Those also exist as you know, they are called ccTLD (Country code
TLD's).  But to ONLY have ccTLD's and not others that may be gTLD's
such as .com, .net, .org, ect., for commercial and non-commercial
Domain names based on a well known demand from the stakeholders
should not be refused or otherwise denied.

  .COM, and .ORG were two of the very first TLD's created.

  The fact that new TLD's are in demand and than contested by
companies or other entities is why a dispute mechanism that
is fair, open, and determined by the stakeholders/users.  What
we have now was not reached by a consensus process, the
ICANN /WIPO UDRP.  First come first serve works well
if it is understood that a Domain Name is a "String of Characters"
that one uses to find a particular DNS address.  So it makes perfect
sense if WIPO, the WTO, and the ITU with help from the IP
community had not insisted that compliance with old world
regulation of Trademark laws, which BTW very dramatically
from country to country in many instances as well as are not
enforceable from one country to another as well...

  That's fine.  For some applications those work well.
For others they don not.  For instance for a stakeholder/user
it is easier to remember and find by typing in your browser
company-name.com than it is company-name.co.uk for most...

  Some registries offer this as a service.  The problem with it is
that many countries do not have a active database of registered
Domain Names.  Even the US, which does have such a database,
is not up to date and lag's actual registration of Domain name
TM's by about 90 days.  And in a number of countries US TM's
are not recognized as legal registered TM's in their countries
even if they are international registered marks.  Same is true
in Germany if I am not mistaken...
