I suspect this is true for much of the world as well.  Whether they would
admit it or not, *all* governments serve with the consent of those they
govern.  When they piss 'em off too bad, they kick them out and try again.
Or, like in the case of Afganistan, they really piss off their neighbors,
who hasten their departure a bit!  :)
