I disagree with you about what is the priority.  90 days before the next
election is something I think we should honor.  We are temporary.  We need
to remember that, and get the non-temporary panel in place.  We have done
not much but a few basic things.   We have a public discuss list, a
transparent method for the panel to discuss matters via the panel list (both
thanks to TR), and we have decided upon a webmaster.    I think the election
issue should be solved next, not last.  That is my opinion, and my reading
of our mandate, and also my sense of what is an important statement to make,
with an ICANN board that has not been willing to be less than temporary,
which I think is quite a shadow over this process.

I have suggested committees on the bylaws and election rules.  VB is the
chair, and he is basically running the panel right now, so I suggest you
take your concerns over the pace of those dicussions with him.
