Hmmm. Would this mean that ICANN as a California corporation would have to
hold elections per the California state mandate?

My initial comments were in defense of Joop Teernstra's line item number 2
below concerning the use of physical addresses to authenticate online
voters. I agree with Joop. If local, state, and federal elections can
depend on real addresses (as opposed to IP addresses) then it would probably
suffice for us with our elections.
