To simply replace the current temporary 7 person panel with a more permanent
panel, say with a 1 year  or 15 month term (for fall elections in 2003),
There would be a ballot sent out of around 750 persons, with the names of
candidates.   Then the ballots have to be counted.   I think people want
secret ballots.

Could you clarify the likely scope of the election?  How many
positions will need to be filled and what will be the voting system
used?
