  Oh?  Sense when Joop?  I am surprised that you could say or
even think such a thing.  No Joop, Charters are not supposed to
be designed to limit the action of any organ within any organization
per se.  Rather they should be use to define the goals of the
ICANNATLARGE.COM and it's purpose.  This in no way
should limit the next elected panel necessarily, but should
help or aid to empower them in concert with the present and
future members.  Charters are often a "Work in progress",
and a "Guide and statement of purpose" of the organization
and it's members.

  Remember, the members in any At-Large such as this one,
ARE the organization!  The elected "Panel" that we are
about to embark on electing, are the SERVANTS of the
members.
