I understand your intent here, but I have to respectfully disagree.  I'm
sure as we develop our organization we will find many fully qualified
members from all over the world.  In my oppinion, the fact that you don't
know of them is not happenstance: the same forces that have disenfranchised
users have also worked to keep many qualified people on the fringes unable
to influence the direction of things, in both cases to make the Internet
their private playground.  We need to open our doors to them, and let them
prove their qualifications.
