The following is the text of the Second Status Report:
In addition to the two assistance efforts, relating to accountability and the
names policy-development process, that were announced last week, the ERC has
asked Esther Dyson and Denise Michel to identify a small group to provide
particular assistance in filling out the details of an "At-Large Advisory
Committee." The following individuals will help craft workable implementation
details on such a Committee, building on the Blueprint for Reform and the
Board's subsequent Bucharest Resolution: Gabriel Piñeiro (LatinoamerICANN);
Tommi Karttaavi (ISOC Finland); Peter M. Shane (InSITeS - Institute for the
Study of Information Technology and Society); Núria de la Fuente Teixidó
(STEC – Sistemas Técnicos de Enseñanza Consultores); Edmundo Valenti
(Internet Society Argentina Chapter); Vittorio Bertola (ISOC Italy); and
Izumi Aizu (former NAIS member – NGO and Academic ICANN Study).
According to the above text, the only role for Esther Dyson and Denise Michel
was "to identify a small group". They did so, and the Report then lists the
seven people charged with crafting the implementation details. Esther and
Denise are not in this group. Unlike Rita Rodin, that was specifically
listed as a group Chair for the policy naming task force, Denise is not
listed either as a Chair or as anyone with any role other than that of the
party making the initial selection.
Denise, however, has indicated her intention to actually **draft** the report
that you seven are to work upon. She states:
"And, BTW, my opinion does matter. I am not (as you say) your "facilitator"
in this matter. As one of the people the ERC asked to convene the
assistance group to draft the document, I share a large burden of the
responsibility for submitting a substantive proposal -- and I am drafting
it. It's way too confusing having multiple people re-writing, editing and
re-naming documents and suggesting new release processes."
This goes far beyond her role and authority, and we are all too familiar with
the way that Denise distorts "consensus". This was readily apparent in the
ALSC report that purported to have a community consensus to reduce
representation for the Community on the ICANN Board. In short, she and
Esther will lie when it suits their purpose, and they cannot be trusted to
draft a document on behalf of the At-Large. They have forfeited our trust
already and are prepared to perpetrate yet another fraud...
Keep Denise out of the equation. The ERC approved the seven of you to get
the job done. Do what you have to protect our interests, and keep Denise's
fingers off the keyboard. You can be reasonably trusted to draft a report.
The Queen of the ALOC cannot be trusted.
