Many people are concerned about the issue of regional diversity, and there
were also some concerns expressed over the 5 region model that was used in
the first big at-large election.
One approach (for a future election) for diversity would be to have some max
and min conditions.
For discussion purposes, suppose for example that election for the 11 member
panel would have the following constraints:
No more than 4 from any one region
No more than 3 from any one country
At least 1 from each region
This is just an illustration of a particular set of constraints, and one can
imagine a number of different variations. One weakness of this approach is
that it would not do much about a large block of voters for one region
picking the candidates from the other regions.
