The elected panel should be the ones that move the incorporation forward.

I expect that one of the duties of a panel member will be to take the tin
cup in hand, and go begging for free legal advice :-)

I personally would have better chances of success if the jurisdiction
chosen is in the US. Chances of success are also improved if the 'grunt
work' (the gathering and filling of forms) is done in advance by panel members
or other volunteers. 

The availability of legal advice may be one of the factors to consider
when choosing a jurisdiction.
