  You are over simplifying what Judith said here Joanna I believe.
Judith said from above IN FULL " Without worldwide
outreach and a genuine willingness to allow people of other
nations to participate fully, this whole process is meaningless or worse.",
NOT JUST as you quoted ONLY in part, "Meaningless or worse".
The difference in meaning and what Judith said is significant indeed.
So let try in the future as a good and respectful member of
ICANNATLARGE.COM to not misrepresent other members
or over simplify what they have stated or observed.

  Yes this is quite true, but diminished and likely futile.

  Yes the greater the degree of internationational participation and
representation the greater and more expectable the potential results.
