I agree with both sides of this argument: without the infrastructure, we
*have* no Internet, but without the users we have no *reason* for the
Internet. Both are equally important.
Once we are grounded, we as an organization are going to need to become
increasingly more involved in the details of managing the domain name system
(which, after all, should be ICANN's focus!). For this organization to be
effective, the users need to get smarter on the system, while the systems
people need to become more sensitive to the social impacts technical
decisions have on users. We do that through talking to each other instead
of flaming! It's easy for users to denegrate techies as "soulless
technocrats" for not being socially sensitive, and techies to disparage
"do-gooder users" for being less than astute technically. It's much harder
to accept that everyone has their own expertise, and be willing to learn
from some and teach others so that we all get smarter together! But that is
exactly what we should be doing.
