I am most aware of internet access practices and cost in some developing 
countries, particularly the Philippines.
Zaire may be different and I have Norbert's word that Cambodia is different 
too.

Having an email account with an email client on your own computer is not 
the option that most people have there.
If you have that luxury, you also have to cope with download speeds (often 
it has taken me 1 hour of paid access time to download a day worth of mail) 
and its exhorbitant cost per minute.

Most people access the Net through Internet cafe's (the new low entry cost 
mom and pop enterprise).
They will get their email from a free web account and they will participate 
in chat groups and webforums rather than setting up their private email 
account at the internet cafe.

This is one of the reasons why I have lost confidence in the outreach 
capability of mailing lists by subscription.
