Democratizing the Information Society: Innovation,
Advocacy, Action

Over five days, between 700 and 1,000 participants and delegates from
various countries will meet at the Hilton-Bonaventure Hotel and the
Universite du Quebec a Montreal (UQAM).

Organized by the World Forum on Community Networking (WFCN) and Global
Community Networks, this showcase for new information and communication
technologies and their social appropriation will provide a launch point
for advocacy in the run-up to the UN World Summit on the Information
Society
in December 2003. GlobalCN2002 is held under the patronage of UNESCO,
and is recongnized
by the secretariat of the World Summit on the Information Society

Since Barcelona in 2000 and Buenos Aires in 2001, the GlobalCN
international coalition invites communities and civic organizations,
private-sector
entities, governments and international organizations to sit at the same
table as full-fledged stakeholders in the information society of today
and tomorrow.

The Congress will be an ideal place to explore and exchange hands-on
experience, information and training for the benefit of the world's
community networks, their partners, and the general public.

Over the coming weeks, we expect confirmation of certain high-profile
participants, including government ministers and widely-known speakers.

The GlobalCN Partnership is an international coalition of organizations
active in the appropriation and development of information and
communication technologies for social purposes.

THE PLENARIES AND SEMINARS
The Montreal Congress will focus on four main themes:
.	The Future of Citizen Networks:  civic participation through
the use of broadband, wireless, mixed media, etc.
.	Community Networks, Digital Cities and Territories :
towards democratic renewal?
.	Internet Rights and New Communications Rules: building
citizenship within the information society
.	Cultural Diversity: multiculturalismo and multilinguisme on the
Internet...

Training and Twinning Workshops
The 8th and 9th of October will enable many delegates to attend training
and twinning workshops, and share the experiences and innovations of
various groups and individuals. These sessions will constitute hands-on
transfers of expertise between groups and countries. These activities are
scheduled at the facilities of the Universite du Quebec a Montreal.

Special Events
In collaboration with the Society for arts and technology, the World
Forum on Community Networking (WFCN) will present several  events
combining
the arts and new technologies.

A Mini-Conference on Community Informatics/Community Networking Research
will be held at the U. of Quebec, Montreal on Oct. 8 with leading CI/CN
researchers presenting their results.
