Thank you very much for this. For the purposes of clarification, I would add
that I understand Joop has sent each member of the Panel a URL where the
full list of member's email addresses are listed, together with the password
to access that URL, but the Panel does not have any form of Regional ID in
relation to that list, neither the Member's names to go with the subscribed
email address (some are obvious, some are not), so there is no way for the
Panel or Polling Officers to check the list of email addresses supplied
against the full Members List published on the website. Regarding the
website itself, Joop has not shared control with any Member as yet, and so
far as I am aware, retains sole control over the website and its contents.
Regarding the Announce list, through which the ballot was sent, I understand
Joop has added all members to the list, in addition to those who originally
signed up for announcements, but only the Chair and Alt Chair have the
password to access that list and as stated above, we are still reliant on
Joop to keep it up to date.
