to answer your question -- I would draw the line as per the proposed ICANN 
Bylaws:  "No person or entity that is an active member of any one 
Constituency shall be a member of any other Constituency".   The At-Large is 
a constituency.  If you are an active member of another constituency you 
don't belong in the At-Large.
