This "organization" is an open Membership targeting to stablize some structure(s). This not an army but a crowd. You do what you want: if what you want benefity to others and to the global Membership this is great. Local/regional/national chapters and specialized chapters are more than welcome (I have incorporated france@large a long ago).

From experience I would advise you to adopt a name corresponding to your interests and your local geography (city@large, state@large, country@large) after having polled people on this list and made your own local home work. Meeting with the country ccTLD and the press for a national effort, with the Townhall, local papers, cybercafé etc.. for a local effort.

Then make yourself obliged to succeed. Incorporate as a cheapest non-pfrofit making clear in the Articles/Bylaws that you are not to stay the Chair (actually the best position to lobby and influence is #2). Collect some informations and links. Maybe you want to use http://www.meetup.com butthey changed their site and are more complex. Try to meet f2f with people. It is slow, but atthe end of the day it will be great. Obviously for local @large goups the excitingthing is to study togther how run a wi-fi experiment.
