I agree with the sentiment Danny expresses here. We have spent six
months doing nothing but discussing procedural issues. We need to
resolve these debates and move onto substantive issues.
This is why I have made the offer of free incorporation and a proposed
set of bylaws or a constitution - so that progress can be made on
substantive issues. Personally I don't care much where we incorporate
or the exact nature of the bylaws as long as they are democratic and
workable. But what I don't want is another six months spent on them.
We are not going to grow this organisation much further unless we
actually start to do things. If we start doing things then it will be
much harder for ICANN to claim having an at large is impossible. We
can set the agenda for ALAC and also be the vehicle which leads to
having an individual registrants constituency within the gNSO.
