  As far as I know, no it isn't Jim.  But your point is indirectly well taken
here, or at least by me.  The group which you referenced in the Archived
URL contains a list of the WG-OUTREACH members.  However
as you know, the state of Texas is working on having it's own
TLD .TX or .TEX, but the details are still being considered by
state officials and other selected Texas business and political people
at the moment...  This does however bring up an interesting point.
Part of those ongoing discussions regarding this new TLD center
around a stakeholder/user ownership of this TLD, and it's
trust managed stuartship, making every registrant or user a member of the
than crated Atlarge for this TLD and associated ecommerce and
non-commercial use...
