It is a very lengthy process. It calls for consensus - they work in
technical issues. There is a review by the Aread Director etc. (they are
organized with elected structure of trusted techies) etc... At the end of
the maturation process and RFC may be approved. But is only an RFC without
necessarily much weight? It acquires weight over the years. Then it may be
made a standard.
Documents of the importance of Bylaws would probebly mature over 2 or 3 years.
