Note that "Internet Registry of Canada" is a company, not the registrar for the .ca ccTLD which is called CIRA.

Note, too, that what they did was send domain name owners whose domains were registered with other registrars letters inviting them to "renew" with IRC instead, said letters being made to look like invoices in the hopes that people will pay them without realizing they came from the wrong registrar.

As a domain name owner, I got half-a-dozen pieces of junkmail along those lines (varying somewhat in the degree of deceptiveness) from registrars hoping to steal my business away from the registrar I actually deal with. Most were sent from the U.S. and one of them was from Verisign, which was duly slapped on the wrist by an American court.

Unfortunately, a certain percentage of the human race believe deceptive or downright fraudulent business practices are okay as long as you make money, and they're not all located in any one nation. ANY in Canada is too many for me but, as you can see, our system does work to bring the cheaters to justice eventually;  if it could only move faster against those wretched telemarketers, we'd be even luckier!
