Richard, in my opinion a *moderated* mailing list is not incompatible with 
Internet democracy, even in the larger sense that you promote.  As long as 
rules for on-topic discourse are fully publicized and fairly applied.
 
That said, and having myself served elsewhere as a moderator, I am not 
volunteering for the job myself.  I can envision what that task would entail 
for this organization, and my vision encompasses far more than the personal 
resources I could bring to the task...
