All working groups set up to date -- Web, Outreach, Bylaws and DNS -- have called for volunteers to join them.

No working groups have announced an end to the call for volunteers or a limit to the number of people who can join them.

Thus far, there are also no rules about exactly how WGs will work and their first task is probably to refine the definitions of their own mandates and develop a modus operandi.

To me, this means that ANY member interested in following the discussion of any WG can subscribe to the relevant list, and decide for him- or herself whether that group is where his/her skills can be used and post or not accordingly. 

I've signed myself up so as to see what's happening but expect to participate primarily in WG-Web and/or WG-Outreach as needed. Meanwhile, I have been working on some notes regarding bylaws.

In my opinion, until each WG and the atarge-discuss list has some semblance of an agenda, Walther's summaries are likely to be spot-on.
