This is a strong argument, indeed.
Nonetheless, you can't have a really global organisation without some
provisions to ensure that geographic diversity is considered and
effective.

And how many years would take ICANN to recognize this Umbrella ?

Coming to day-to-day operations, one could ask 'has physical proximity
(here, geographical) some sense' ?
Well, at least to meet physically is less expensive ...
Obviously, we are counting on another form of proximity: there is scarce
incentive to meet and to discuss when the only common interest are DNS
operations. In fact, ICANN directors (to say the main instance, the
Board), are there because they are supposed to share a knowledge larger
than that.
