Sir,
I submit that the proper question "is why are they not doing it?"
I personally have supplied members of our panel with by-laws and articles 
of incorporation that meet international standards, all that is required is 
a word search and replacement.
List rules and best practices are available as are Roberts rules of order 
for the internet. Always keep in mind, all of these have provisions for 
change should that be desirable at a later date.
So one must conclude that the failure to move forward is intentional and a 
deliberate intent to kill this group.
