Judyth and all,

  As far as I can tell or know of, there are not official "Rules" for
this fledgling organization.  If there are, I would like to see
that documented somewhere on the official web site.
In any event, if I recall correctly, the Panel's term has
expired.  Hence despite Michael's resignation a new
election is or was suppose to be conducted.
