Draft Time Management Plan (WSIS/PC-2/ADM/2)
During Tuesday 18 and Wednesday 19 February, a number of
multi-stakeholders Roundtables will be held. These Roundtables aim at
creating a veritable exchange between governments, international
organizations, the private sector and the civil society and NGOs. The
results of the Roundtables will be presented in Sub-Committee 2 on
contents and themes as of Thursday 20 February.
Attached please find a table containing information on Roundtables and
Workshops to be organized during the first week of Prepcom 2 (English
only). The speakers who will present the civil society perspective
during Roundtables have been selected from the following "ten civil
society families":
Academia and education
The science and technology community
The media
The creators and active promoters of culture
Cities and local authorities
Trade unions
Parliamentarians
NGOs including social groups such as: Youth, Women, Indigenous,
Disabled, etc. Social movements Multi-stakeholders partnerships
In consultation with a contact person from each civil society family,
criteria for speakers selection have been: 1) expertise in relation to
the Roundtable theme, 2) equitable representation between the different
families, 3) gender and geographical balance.
Thematic on-line discussions
In order to consult its members and associated bodies/organizations, as
well as the wider international scientific and technological community,
ICSU will be hosting an on-line forum to develop its main input to the
WSIS process. This forum will be launched on 10 February on the ISCU
website www.icsu.org and will continue until 28 February. It will be
structured under four themes:
1. Scientific information for decision making and better
governance;
2. Ensuring universal access to scientific knowledge
internationally, including overcoming the digital divide;
3. Scientific data and information as a global public good;
4. Using scientific data and information to improve all levels of
education and training.
Participation in the forum will be open to all.
Logistical arrangements
Registration of participants will start on the afternoon of Sunday 16
February at the Geneva International Conference Centre (GICC) in Rue de
Varembé (see map of Geneva on www.itu.int/wsis website).
Registration will be continued on Monday 17 February at GICC.
As of Tuesday 18 February, Prepcom 2 will convene at the International
Labor Organization (ILO), 4 Route des Morrillons. Registration will be
available at ILO from Tuesday 18 until Friday 21 February.
As of Monday 24 February and for the remainder of the week, Prepcom 2
will convene at the Geneva International Conference Centre (GICC).
Registration at GICC will be available during the whole week.
Due to space constraints at both ILO and GICC, civil society will have
limited possibilities to hold meetings. Please consult the timetable
for using the available rooms during Prepcom2 :

Allocations of rooms for civil society and NGOs will be made upon
request. Please forward your requests to info@geneva2003.org . You
will receive confirmation of your reservation during the week preceding
Prepcom 2.
Please note that depending on the number of requests, the dates and time
for holding meetings may differ from your original requests. However,
all requests will be given due attention and efforts will be made to
accommodate all participants.
IMPORTANT: The above-mentioned timetable gives indications on
interpretation services for civil society. Interpreters will be
available 5 hours per day only, including plenary meetings.
Interpretation services will
be booked on a first come first served basis.

Les mardi 18 et mercredi 19 février, un nombre de tables rondes
multi-acteurs seront organisées. Ces tables rondes visent à créer un
véritable dialogue entre gouvernements, organisations internationales,
le
secteur privé et la société civile et les ONG. Les résultats des tables
rondes serint présentées pendant le Sous-Comité 2 sur les contenus et
thèmes à partir du jeudi 20 février.
Veuillez trouver ci-joint un tableau détaillant chaque table ronde et
atelier de travail qui sera organisé pendant la première semaine de la
Prepcom 2 (Anglais seulement). Les intervenants qui présenteront la
perspective de la société civile aux tables rondes ont été sélectionnés
parmi les dix « familles de la société civile » suivantes :
1. Le milieu universitaire et éducatif
2. La communauté scientifique et technologique
3. Les médias
4. Les créateurs et acteurs de la culture
5. Les villes et les pouvoirs locaux
6. Les syndicats
7. Les parlementaires
8. Les ONG incluant les groupes tels que : les jeunes, les femmes,
les peuples autochtones, les handicapés, etc.
9. Les mouvements sociaux
10. Les partenariats multi-acteurs
En consultation avec une personne de contact de chaque famille de la
société civile, les critères de sélection des intervenants ont été les
suivants : 1) expertise sur le thème de la table ronde, 2)
représentation
équitable entre les différentes familles, 3) représentation équitable
homme-femme et géographique.
Discussion thématique on-line
Afin de consulter ses membres et organisations associées, ainsi que
l'ensemble de la communauté scientifique et technologique
internationale, ICSU accueille un forum de consultation en ligne qui
contribuera au
processus SMSI. Le forum sera lancé le 10 février sur le site web
www.icsu.org et continuera jusqu'au 28 février. Il sera structuré sous
les 4 thèmes suivants :
1. Information scientifique pour la prise de décision et une
meilleure gouvernance ;
2. Assurer l'accès universel au savoir scientifique au niveau
international et résoudre le problème du fossé numérique ;
3. Données et informations scientifiques en tant que bien public
mondial ;
4. Utilisation des données et informations scientifiques pour
améliorer les niveaux d'éducation et de formation.
La participation au forum sera ouverte à tous.
Arrangements logistiques
L'enregistrement des participants commencera l'après-midi du dimanche 16
février au Centre International de Conférences de Genève (CICG), rue de
Varembé (voir plan de Genève sur le site web
www.itu.int/wsis). L'enregistrement continuera le lundi 17 février au
CICG.
Dès le mardi 18 février, Prepcom 2 se réunira au Bureau International du
Travail (BIT), 4, Route des Morillons. L'enregistrement sera possible
au BIT du mardi 18 au vendredi 21 février.
Dès le lundi 24 février, et pour le restant de la semaine, Prepcom 2 se
réunira au Centre International de Conférences de Genève (CICG).
L'enregistrement au CICG sera possible pendant toute la semaine.
L'espace disponible au BIT et au CICG est restreint et, par conséquent,
la société civile aura des possibilités très limitées pour se réunir.

Veuillez noter qu'en fonction du nombre de demandes reçues, les salles

IMPORTANT : Le calendrier sus-mentionné donne des indications sur

Communiqué to all civil society entities involved in the WSIS process:
Since the inception of the WSIS process, various civil society entities
have expressed the need to establish a mechanism that would ensure open,
transparent and effective participation of civil society in the
preparatory process and at the Summit itself.
Likewise, the President of the Prepcom believes that the creation of a
self-governing body emanating from civil society itself would ensure
equitable integration of civil society in the WSIS process. This
mechanism
could take the form of a Civil Society Bureau, which mandate would be
comparable to that of the Governmental Bureau and that could act as its
counterpart.
A first consultative meeting bringing together a small number of
"connectors" from civil society and NGOs was held in Geneva on 23
January. The contact persons attending were drawn from organizations
that
often act as "umbrella organizations" connected to a multitude of civil
society entities of the same thematic family (see Annex II of attached
proposal).
A draft proposal presenting the CS Bureau was discussed in detail. The
revised version (see attached proposal) takes into account these
discussions and identifies ten 'civil society families' that could
consult
internally to nominate one representative organization as executive
member of the CS Bureau. The Bureau's functions and working modalities
are also specified in the document.
We hope that the attached proposal will be of interest to you and that
the general reaction will encourage the establishment of such a
mechanism. To start off the discussion, it would be advisable that
civil society
entities get in touch with the contact person of their respective family
(see Annex II of attached proposal).
May we add that setting up a CS Bureau could be an important development
in the WSIS process, potentially beneficial to all civil society
entities that wish to take an active part in the preparations and at the
Summit itself.
Please find hereafter the proposed timetable leading to the
establishment of the CS Bureau:
Thursday 30 January
- the CSD/WSIS SE will ensure wide distribution of the CS Bureau
proposal to all civil society entities interested in the WSIS process.
Before Sunday 16 February
- initiation of a consultation process to have the views of
organizations belonging to the same family;
Tuesday 18 February, ILO Council Room (8:00 - 9:30)
- CS Plenary: presentation of the CS Bureau concept and discussion
Tuesday 18 - Thursday 20 February
- Working meetings called by the various 'civil society families'
to better identify their constituencies and select a representative
organization.
Friday 21 February, ILO Council Room (8:00 -9:30)
- nomination of CS Bureau executive members and agreement on
mandate and working modalities

Communiqué à toutes les entités de la société civile impliquée dans le
SMSI:
Depuis le lancement du processus du SMSI, différentes entités de la
société civile ont exprimé le besoin d'établir un mécanisme qui pourrait
assurer une participation ouverte, efficace et transparente de la
société
civile au processus préparatoire et au Sommet proprement dit.
Le président de la Prepcom considère également que la création d'un
organe auto-administré issu de la société civile même pourrait assurer
une intégration équitable de la société civile dans le processus du
SMSI.
Ce mécanisme pourrait prendre la forme d'un Bureau de la Société Civile,
dont le mandat serait comparable à celui du Bureau gouvernemental et qui
pourrait jouer le rôle de son homologue.
Une première réunion consultative réunissant un petit nombre de «
personnes de contact » de la société civile et des ONG s'est tenu à
Genève le 23 janvier. Ces personnes appartiennent à des organisations
qui
le plus souvent jouent le rôle d'organisations faîtières connectées à
une multitude d'entités de la société civile appartenant à la même
famille thématique (voir Annexe II de la proposition ci-jointe).
Une proposition présentant le Bureau SC a été discutée en détail. La
version révisée (voir proposition ci-jointe) prend en compte ces
discussions et identifie dix « familles de la société civile » qui
pourraient tenir
des consultations internes afin de nommer un représentant en tant que
membre exécutif du Bureau SC. Les fonctions et modalités de travail du
Bureau sont également détaillés dans le document.
Nous espérons que la proposition ci-jointe suscitera votre intérêt, et
que la réaction générale sera encourageante pour l'établissement d'un
tel mécanisme. Pour lancer la discussion, il serait souhaitable que
chaque entité de la société civile établisse la liaison avec la personne
de contact de sa famille respective (voir Annexe II de la proposition
ci-jointe).
Permettez-nous simplement d'ajouter que la mise en place d'un Bureau SC
représenterait un développement important dans le processus du SMSI,
dont pourraient bénéficier toutes les entités de la société civile
qui désirent participer activement au processus préparatoire et au
Sommet lui-même.
Veuillez trouver ci-après le calendrier proposé pour l'établissement du
Bureau de la Société Civile :
Jeudi 30 janvier
- large diffusion de la proposition sur le Bureau SC à toutes les
entités de la société civile intéressées par le processus SMSI
Avant dimanche 16 février
- amorce d'un processus de consultation pour obtenir l'opinion des
organisations faisant partie de la même famille
Mardi, 18 février, BIT, Salle du Conseil (8h00 - 9h30)
- plénière société civile : présentation du concept du Bureau SC
et discussions
Mardi 18 - Jeudi 20 février
- réunions de travail à la demande des différentes familles de la
société civile afin d'identifier leurs composantes et sélectionner une
organisation représentative
Vendredi 21 février, BIT, Salle du Conseil (8h00 - 9h30)
- nomination des membres exécutifs du Bureau SC et accord sur le
mandat et les modalités de travail
