  Excellent suggestions and comments here Richard.  Well done!

  My individual vote is YES we need new "Panel" elections
ASAP.  YES, we need to be sure that either the original mandated
tasks for that "Panel" are retained, or a vote by the members
to outline a NEW SPECIFIC set of tasks for the "Panel"
to concentrate their efforts upon...
