These corrections do not address the principal defect of the Bylaws, which is that 
at-large individual users are not provided a direct means of electing representatives
to the Board.  The proposed Regional At-Large Organizations (RALOs) structure, based
upon regions defined by the original ICANN charter (but with no other a priori
raisons d'etre), assumes the existence of robust and stable organizations; organizations
which are unlikely ever to come into existence, however.  In any event, such RALOs 
will be years in the making at best, but the need, and demand, for At-large user 
representation is immediate.
