I think that Jefsey feels that Vittorio has been delaying the election in
order to be able to go into the Rio meeting claiming to be our Panel Chair,
to bolster his credibility.  I have never endorsed that idea (actually I'd
imagine that his relation to us might *detract* from his image in the sight
of ICANNers), and to my knowledge Vittorio has so far been very careful to
not misrepresent himself, when serving on an ICANN body, as speaking for us.

Sotiris Sotiropoulos had been our appointed observer to ICANN proceedings,
but he was never approved by the membership to speck for us (nor has he to
my knowledge).  The new Panel will obviously do what it does, but I would
suggest that we first have a vote on what our positions are before we
appoint someone to represent them!
