[atlarge-discuss] Panel, elections and over-delaying maneuvers.

for weeks, Vittorio and Judyth try to build an image of mine as being in a "competition" with Joop for controlling this group and carrying an "unilateral" effort to that end. Vittorio's tactics and reasons are now well understood.

This has been used to impeach the Panelists from carrying the election as they voted it, to incorporate a "safe" structure to own the list and the site password, to have positions voted and a Spokesman elected to represent us in Rio. This imposed lack of action has been used to pretend the Panel was dead, sterilizing the whole icannatalrge.org. The only chance of survival for this group being legitimacy of Joop by necessity, this alleged competition lead Joop to tactics reducing our chances, to the ALAC's benefit.

After committing to permit me to organize the election we voted, Vittorio used this tale to escape without giving the Panel the Members list nor the password. Now, Judyth uses it to refuse to give back to the Panel the list Vittorio copied to her (I thank Jan to have refused that story).

Feeling both personally hurt and the whole group damaged by Judyth's accusations, I asked her to apologize. Her response is the same lecturing about my alleged ambitions (I am the only one having committed not to be a candidate! :-) and her surrealist repeated demand that both Bruce and me ask her the list as Panelists, ... what we keep asking her for weeks.

So, here I publicly ask Judyth and Jan, to send a copy of the Members list and of the site password to every Panelist (Eric and Sotiris and other ones on the Panelist elect list please to rise hand if you want to join, as it is your and our common right. Bruce asked you to do so, as soon as we could once Vittorio evnetually officially resigned).

If Judyth/Jan gives back the list to them, the remaining Panelists will be able to carry a duty, delaying maneuvers prevented them from carrying for so many weeks. They have been elected for it, they have voted it, they want to do it (and to retire :-)

The Panel will proceed with dispatch
- to form an election Committee with Jan and Judyth, and three other called watchdogs, provided they are no candidate,
- to get nominations
- to have the election we all wait for in using a solution everyone can check and trust.
- to entrust the Member's list to their incorporated secretariat, or to each of the Panelists (the new Panel will vote on this), so the current list hi-jacking by non-elected people can never happen again.

If Judyth/Jan do not copy the list to us, I will wait for Bruce's return by the end of the week, as he asked me, for us to take a joint decision (with the other Panelists who would have joined; we may also call on those who resigned for advice). Whatever that decision, everyone will then know it will not be out any "unilateralism" or "personal agenda" by any of us, but due to the sole decision of non elected persons.

In the meanwhile, as a personal position, I want to show my "unilaterism", in calling again every of you to respond Joop's poll. Please understand this is not an icannatlarge.org vote/poll, BUT it may be the last way for us to partly continue this effort. So, even if you do not support Joop's options and do not want to join/support his party, PLEASE use his straw poll to show we want to survive Vittorio's trap.

I also want to take advantage of this public mail, to call on Joop again, for him not to endanger this weak group, using that imposed delays to spoil his own image, an image we all need (I know I will upset some, but we need to unite, not to fight each others). I commit that before retiring, I will propose the new elected Panel to chose a Spokesman, so we may quickly word our positions under the control of the Panel, and then of the Membership. And from experience dating from years, I will nominate Joop (should he commits to be as democrat as he tells us to be :-).

Then I will propose that we support and give a chance to Danny's project for SMEs, DPF for sole DN Managers, YJ Park's effort for the WSIS, Abel's propositions for an atlarge DNS and mine for dot-root.

All those God knows why strangled things which are ready to develop.

This translated into Vittorio committing to Richard he would leave me organizing the election, that the Panel voted and then passing the Member list and site password to two non-Panelists, preventing this group to get an elected Panel, an incorporated body protecting the list and the site, a Spokeman and positions statements before Rio.

This translates into Judyth's refusal to share the Member list with Jan, Bruce and me (and Eric and Sotiris, Bruce and I accept as a legitimate Panelist now we can after the resignation of Vittorio, should they accept to confirm or refuse their Panelist status by right).

I have asked Judyth to apologize for that, because it is hurting to me and more it is killing this group. I underlined that I did respect her agenda, but I could hardly carry any ambition not being a candidate, being fed-up by all this and staying in here only because as elected panelists Bruce and me, and possibly Eric and Sotiris are the only ones who have been elected to carry that job and I committed to Bruce not to fail the Panel (Bruce is on the road all the week long).

Judyth has only responded with her stubborn surealist lecturing about my "unilateralism" responding to all our demands by "both of you have to ask". This probably can go on for ever, so I drop this.

I do not understand her motives. Only

NEW ICANN CHIEF TO CONTINUE POLICY FOCUS
Succeeding Stuart Lynn as CEO of the often-controversial Internet
Corporation for Assigned Names and Numbers (ICANN), in-coming chief
Paul
Twomey says that in addition to focusing on technical coordination, the
organization will also have to continue its efforts to deal with the
policy
issues such as intellectual property, privacy, and law enforcement:
"The
consequences of those technical issues flow into other arenas, like
intellectual property, consumer protection, and privacy, potentially
even
into commercial relationships between infrastructure providers. The law
enforcement issues are potentially issues like identification for Whois
databases (which list information on domain name owners),
identification of
those people who are committing computer crimes, (and) ensuring that
financial scams don't take place on the Internet." Twomey, an

has been a consultant and government bureaucrat. (CNet News.com 19 Mar
