  You will notice that the reference you provided here Jefsey
is dated June 3, 1997.  It is far out of date now and therefore
does not apply.

  Dictatorial "Regimes" are no longer in vogue.  They area again,
being increasingly scorned and eliminated.  Democrats in the broad
sense of that term, are again becoming the true world leaders.

  As the now "League of Nations", once known as the "UN" fades
rapidly into obscurity, a new "UN" is even now emerging in it's
place, rededicated to the principals of democracy, and scorning
to the inclusion of elimination of "Dictatorial Regimes" in all of their
forms...
