Dear All,
Bruce has proposed a first text to send to the Members to Eric and me. I 
responded. I suppose that Eric will do. I proposed that this text would be 
sent using the same mailing system as the ballots to test it.

I read carefully Jan's mail. I agree with what he says. Today there are six 
persons that everyone know they have legitimally the list. Joop (less 17 
Members) from his system. Eirc, Buce and me as Panelists. Juduth and Jan 
due to Vittorio's decision. My feeling is that no one will object to any of 
them  being copied a file where that names are listed?

Now the problem we face in a community where no one trusts anyone is to 
come with a simple system to vote. With three problems. One being to be 
sure that the result is exact. The second being to accept the Watchdogs 
(the vote trustees). The third is what Jan says: he si not able to check a 
program.

Watchdog selection is up to Bruce.

For the vote, the only trustable thing we have on the Internet is the 
return of a received mail. Hence my proposition which amounts to :

1. I am not a candidate and I send a mail to every member with a key in the 
mail which permits the watchdogs with the list of the Members and of the 
keys to check the mail is a ballot. I send the list to the watchdogs. I 
cannot cheat since:
- I could send ballots to non members, but watchdogs would not find them on 
the list so they would discard them.
- I could not send ballots to some members. They can easily claim them.
- I could have my own list: others have it an can check if there are 
discrepancies.

2. The ballots will have to be returned to a mailbox copy to the watchdogs. 
So each watchdog will get all the votes. The problem here are the double 
votes and the missing votes due to a network error or not to the watchdogs 
and the processing itself.
- the error are easily corrected in accepting the first vote received by at 
least two watchogs
- the double votes: we will keep only the first one by date.
- the processing. I can do it (or anyone else) and report to the watchdogs. 
As long as we leave them time enough to check the report and posssibly to 
correct bugs in the reading program there cannot be any cheating since 
every watchdog has the data from his onw mail which cannot be tampered in 
any way.

Obviously that puts the burden on me. So I would be glad if someone else 
could do it :-) But I made it before and I think I can do it again
