I cannot provide a definite timetable.  I am very busy these days.  Of course, if
some of the other real life, capable members want to help, I would be more than
willing to work with them to effect such a mechanism at a quicker pace.

Note that this mechanism is already further ahead than any other heretofore
proposal as it has what none of the others had:  a structure.  Many have talked
about creating a new voting mechanism (from William Walsh to Vittorio Bertola and
everyone in between), but how many of them even went as far as to elucidate a
structure for such a mechanism?  None.  Until now.  I have set down a plan.  All
that's left now is to build it.
