There is a state of flux that exists in changing times.

We must walk and not run at first. My inclinations are to adopt and propose
matters at this time, however it may be better to wait for a new panel.
(what is the GA now - no elections but the chairs remain in place, very 
strange).

Sometimes matters come down to expediency and sometimes lack of interest.

Why is it that spam is now just pouring out of South Korea, Ukraine, African 
 Nations and Vietnam?  Use of the Internet is expanding not contracting.
Security and Identification seems more of a sidetrack than a real problem.
All voting systems and donation concepts have problems but the idea of not 
having them because of problems is a bigger problem. (the Red Crescent/Cross 
has many problems but do we deny they help people?) Problem solving is a 
continuim not a result.  Nitpicking about issues is far worse than 
accomplishing a goal.
